Since October, SEVCA has had a warehouse location to receive, house, and distribute donations of furniture, clothing (including winter clothes), linens, and household goods for families and individuals who have been affected by Tropical Storm Irene. The site has been distributing donated items (although is no longer accepting them), on Tuesdays from 8:00 a.m. until noon, as well as 4:45 to 6:00 p.m.; and on Thursday afternoons from 2:00 until 6:00 p.m. Other times may be possible by special arrangement, if needed.

People in need of these household items should call in advance to make arrangements and receive directions to the site. To schedule a time, or for more information, please contact SEVCA at (802) 722-4575 or toll-free at (800) 464-9951.

Time is limited, the warehouse will close in mid-March!

Homeownership Center Services

Vermont has five “Homeownership Centers” (HOCs) which provide, statewide, housing counseling services (pre- and post-purchase counseling, homebuyer education, delinquency and foreclosure intervention), as well as operate Rehabilitation Loan Funds for critical home repairs, providing assistance to homeowners with construction specifications and construction oversight. The Homeownership Centers provide critical support to Vermont homeowners, as well as educating new homebuyers. These centers are now working with victims of Tropical Storm Irene, many of whom have been referred by Long Term Recovery Committees, human service agencies, state agencies, municipalities, and lenders. Counselors are certified and experienced, and all counseling services are available to the public free of charge.

Recovery Committee Screening Survey

The SEVTILTRC Survey (35KB Word Document) is a one-page tool the Southeastern Vermont Irene Long-Term Recovery Committee (LTRC) uses to collect information about people who have disaster-related recovery needs.

The LTRC is already working with most people affected by Irene.  However, if there is someone who the LTRC has not contacted yet and/or didn’t register with FEMA,  getting this info to the LTRC will start the process of getting them help.  Please return the survey to the LTRC by e-mail.

Long Term Recovery Committee Information Coming!

This site has been very quiet since the FEMA assistance deadline passed in November.  However, while most people affected by Irene are well on the road to recovery, that road will be very long for some people. In and around Windham County, the Southeastern Vermont Irene Long Term Recovery Committee (SEVTILTRC, or locally, the LTRC for short) is overseeing recovery efforts, including volunteer coordination, funds distribution, and the provision of case management and referrals for those in need.

So!  This site will begin posting more information about recovery information again for the LTRC. Expect a flurry of changes over the next few days as we make sure information is up to date, then slower updates as new information comes out.

Southeastern Vermont Irene Long Term Recovery Committee

As the community response to Tropical Storm Irene’s flooding moves from immediate relief efforts to long-term recovery, a committee has been formed to coordinate the response of multiple agencies and organizations to Windham County residents impacted by the disaster.  With representatives from social service organizations, state agencies, faith-based groups and others, the purpose of the Southeastern Vermont Irene Long Term Recovery Committee (LTRC) is to oversee recovery efforts, including volunteer coordination, fund distribution, and the provision of case management and referrals for those in need.

United Way of Windham County provided the initial human services response coordination, but the long term recovery effort in support of individuals will require the coordinated engagement of a broad array of agencies and organizations.  This includes incorporating lessons learned to better plan and prepare for the next time the Windham region experiences a disaster.

“A key responsibility of the board of the LTRC will be to oversee the distribution of the recovery funds donated in response to Irene,” said Sue Graff, United Way of Windham County’s Director of Community Investments.   In the days and weeks after Irene’s flooding devastated the state, United Way of Windham County set up a fund to be the repository for donations intended to provide for unmet needs of affected county residents.  United Way will be the fiscal agent of these funds, which will be distributed by the LTRC through a standard intake and application process, facilitated by social service agencies and trained volunteers.

As the fiscal agent of the fund, United Way will not vote on funding decisions.   “These funds are specifically intended to address the needs that remain after FEMA money has come through, after immediate relief has been provided,” continued Graff.

The LTRC will also coordinate community outreach related to other resources and programs.  “As a critical piece of the fund distribution process, we are making sure those affected by the flooding know about, and can access, the other resources that are available,” said Graff.

One such resource that is still available – until November 15th – is FEMA funding, which helps both homeowners and renters affected by Irene.  Graff cited the common misconception that renters cannot apply for FEMA relief, and emphasized the fact that help is available for both. All affected Windham County residents are urged to register with FEMA by the end of the day on November 15 by calling 1.800.621.3362 or visiting www.disasterassistance.gov.

The Windham Regional Commission (WRC) has volunteered to serve as the convener of the LTRC.  “The Commission’s focus has primarily been the coordination of activities among towns and state and federal agencies related to the recovery of public infrastructure,” said Dinah Reed, an Assistant Planner with the WRC.  The WRC is well-suited to the facilitation of region-wide initiatives because of its close relationship with the 27 towns of the Windham Region and multiple state and federal agencies.  “The human resource organizations and agencies have the lead on this effort because they have the expertise.  The role of the WRC in this effort is to facilitate the bringing of these groups together so they can focus on the mission at hand,” said Reed.

Tuesday is Final Day to Apply for Irene Assistance

From a FEMA press release: Tuesday is the last day for Vermonters who experienced damage or losses as the result of Tropical Storm Irene to register for federal disaster assistance.

Those affected have until midnight, Tuesday, November 15 to register online for assistance with the Federal Emergency Management Agency and to apply for low-interest loans from the U.S. Small Business Administration (SBA). Phone registrations will be accepted until 10:00 p.m., EST.

To date, 6,945 individuals and families have registered and more than $19.8 million in grants has been approved for home repairs or replacement, rental assistance, and other needs while another $23.4 million in low-interest disaster loans – $14 million in home loans and $9.4 million in business loans – has been approved by the SBA.

“This is your last chance,” said FEMA’s Federal Coordinating Officer James N. Russo. “We have done everything in our power to make sure Vermonters know that help is possibly available if they sign up.”

You may register by calling toll-free 800-621-FEMA (3362) or going online at www.DisasterAssistance.gov. Registering online saves time and allows you to track the status of your application online.

Registration is also available via web-enabled mobile device at m.fema.gov. Multilingual assistance is available if needed for phone registrations. Individuals with a speech disability or hearing loss who use a TTY can call 800-462-7585 directly; or 800-621-3362 if using 711 or Video Relay Service.

Tuesday November 15, is also the deadline to complete and return an SBA low-interest disaster loan application if you have already received one. Remember, no one is obligated to take a loan, but completing the application is a necessary first step toward possibly receiving additional FEMA grants if you do not qualify for a loan.

“I urge anyone who has not registered to do so immediately. If your housing circumstances change or you find damage later, you can only get help if you’ve registered,” said Vermont Emergency Management Director Mike O’Neil.

While FEMA has closed its disaster recovery centers, the SBA has continued to operate three assistance centers where not only businesses but also homeowners can get face-to-face help reviewing their cases and filling out applications. These SBA centers are open Monday and Tuesday, 8:00 a.m. to 5:00 p.m. and will close for good at 5:00 p.m. Tuesday, November 15. In Windham County:

windhamstatus.org Idling

As of October 31, we will no longer be publishing daily or weekly updates based on tropical storm Irene. The site and its reference materials will stay up for the near future – if anyone has not registered with FEMA yet, you still have until November 15, please do so!

We will continue to post information and updates as we get it, but we will no longer actively seek out Irene-related news from around the region. The Southeastern Vermont Irene Long Term Recovery Committee, or Irene Recovery Committee (IRC) for short, is forming – more info expected in the coming weeks – and it is likely that either this site will support them or they will establish their own means of distributing information.

Please bear in mind that as Irene fades into memory for most, some people have suffered profound losses and will be recovering for quite some time.  Continue to help others through this fall, winter, and the coming years and keep Vermont Strong!

FEMA: May Provide up to 18 Months of Rental Assisstance

FEMA press release – Homeowners who cannot live in their disaster-damaged homes and have used up their initial two months of rental assistance from the Federal Emergency Management Agency may be eligible for additional rental assistance. In all, FEMA may provide up to 18 months of rental assistance during repairs to a disaster-damaged home.

To date, FEMA has approved $2.3 million in rental assistance for 1,332 individuals and families – both homeowners and renters – who lost their housing due to Tropical Storm Irene. These initial grants cover two months of rent for a temporary place to live until people affected by this disaster can get back into permanent housing.

Those who need more than two months of rental assistance must apply to FEMA for recertification. Recertification reviews allow FEMA to be a good steward of taxpayer dollars by requiring applicants to demonstrate they have a continuing need for temporary housing.

In general, FEMA recertifies homeowners when repairs to their disaster-damaged homes are not completed or when they have been unable to find permanent replacement housing if their homes were destroyed.

Renters are typically expected to locate a new rental after two months of temporary rental assistance, but each situation is evaluated individually and renters, too, may be recertified for additional rental assistance.

For anyone who has received FEMA’s maximum grant of $30,200, the amounts provided for rental assistance will be subtracted from the $30,200, leaving less money for rebuilding.

FEMA notifies all applicants by mail who received the initial two months of rental assistance and includes a form to use if they need to request assistance for additional months. The form must be completed and submitted according to the timetable FEMA provides in its letter about rental assistance. The following documents must be submitted along with the form:

  • The letter from FEMA notifying the individual of eligibility for rental assistance which must include the person’s unique FEMA registration number;
  • A copy of a lease agreement signed by the applicant and the applicant’s landlord;
  • Rent receipts showing that the initial rental assistance grant was used to pay rent after Tropical Storm Irene, which began on Aug. 27;
  • A current income statement, such as a paycheck stub or bank statement.

Lease agreements with family members or receipts from family members for rental payments are NOT acceptable for recertification.

FEMA evaluates the information to determine if the applicant qualifies for continued federal rental assistance, based on financial need. FEMA compares applicants’ current monthly rent to housing costs before the disaster. It considers income for all household members, ongoing homeowner mortgage, insurance and utility costs for the damaged home, and other housing commitments.

The helpline operates seven days a week from 7 a.m. to 10 p.m. and assistance is available in all languages.
